AIR TRAFFIC CONTROL SPECIALIST (TERMINAL)

As a Air Traffic Control Specialist (Terminal) GS-2152-11, you will performs air traffic control duties in the control tower and radar facility. Provide assistance to both experienced professional and inexperienced student pilots within the airspace and ensures expeditious traffic flows are maintained. Operate, train, and provide preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility. Serve as a watch supervisor or senior controller in the ATC facility. Conduct and direct aircraft mishap and hazardous air traffic systems reporting. Conduct and perform weather-related functions as part of the National Weather system. Provide comprehensive on-the-job training for Air Force and Air National Guard personnel in accordance with Air Force, Air National Guard, FAA, and local policies and directives. Utilize guidelines consisting of USAF, ANG, FAA regulations and policies, locally established policies, procedures, agreements and directives; training software, and manufacturer's manuals/instructions. Contact civilian or military individuals or groups from inside and outside the employing agency in a variety of functions, as well as technical personnel employed by contractors and state ANG officials. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Experience:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. Experience:
Applicant must indicate at least 12 months experience equivalent to at least GS-9 or GS-10, respectively. Must be a graduate of a formal DoD/DOT basic air traffic control course and be able to obtain and maintain a facility-rating in a single ATC facility (Radar Final Control (RFC)/Ground Controlled Approach (GCA)/Control Tower). A GS-10 is the first level of independent performance of all control functions in non-approach and non-radar approach control terminals. Under general supervision, the GS-10 or GS-11 terminal controller performs regular duties in terminal operations, issuing control instructions to aircraft operating under visual or instrument flight rules or combinations of both. Have some experiences in a military or civilian as an Air Traffic Controller in a single ATC facility-rated control tower air traffic facility. Initiated and issued air traffic control clearances, instructions and advisories to ensure safe, orderly and expeditious flow of air traffic under instrument and visual flight rules. Experienced in conducting ATC facility training. Experienced in briefing shift personnel on runway utilization, airfield conditions and weather/ground activities. Prepared and updated flight following maps. Performed some shift supervision duties in a tactical or fixed tower, radar, or AIC. Experienced work as a tactical air control team (TACT) leader in a tactical terminal control system (TTCS) or have experiences on deployed teams to remote areas to secure and set- up forward area refueling and rearming points (FARPS), LZs, HLZs, DZs and PZs. Maintained current DoD and DOT/FAA publications, ATC facility logs, forms, records and situation maps. Assisted in the preparation of TERPS. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge of the laws, regulations, existing directives, advisory circulars, and procedures governing the control of aircraft while also requiring continuous efforts to remain current with the ever changing dynamic ATC environment. - Knowledge of the functions and interference characteristics of radar systems and knowledge of and ability to apply reduced aircraft separation standards. - Skill in apply separation rules to keep aircraft at a safe distance from each other as well as terrain and obstructions in their area of responsibility and provide for the safe, orderly, and expeditious flow of air traffic - Skill in collecting and analyzing data quickly and accurately. - Ability in applying procedures and directives by reading and interpreting technical material.Interpersonal communications - Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective two-way radio communication; and must have the ability to write English in reports and presentation formats - Ability in issuing instructions to aircraft operating under visual flight rules (VFR), the controller considers such factors as position, speed, and direction of aircraft movement; and performance characteristics of the aircraft being controlled. - Knowledge of the functions and routines necessary to input or obtain control information, adjust and detect malfunctions and perform preventive maintenance and updating of various computerized systems is required. - Ability to make judgments regularly, and for sustained periods, handling an extremely heavy density of traffic requiring continuous or near continuous communications between pilots and controller for extended periods; rapid and precise coordination of control actions among controllers and with air traffic facilities; increased number of aircraft positions, directions and speeds which must be assimilated and mentally updated with the rapid changes occurring in the traffic pattern; requirements for split second analysis of the traffic situation, and rapid and precise decision making; and frequent and constant use of all known procedures to expedite traffic. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The check will bounce and the victim is left responsible.
