SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL)

As an SUPERVISORY AIRTRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-13, Plan and direct, on a multi-year basis, tasks to be performed by ATC personnel. Develop and negotiate written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Ensure ATC services and ATC equipment are provided at optimum operational levels. Construct and implement facility shift schedules. Evaluate unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs. Ensure optimum staffing levels by anticipating increases in operational demands. Originate and implement facility training agenda, specifies evaluation standards, and ensures compliance with USAF/ANG regulations. Manage and direct facility budget preparation and submits budget to ANG/host base support function. Conducts and directs aircraft accident reporting or ATC incident inquires. Serve as focal point for the use of the squadron's mobile tower and/or MPN-14k radar equipment to provide required ATC service. Coordinate with the FAA Airways Facility Sector Manager to ensure proper operation and continuity of service of FAA owned equipment at the facility. Perform other duties as assigned. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Experience:
Application must indicate at least 36 months experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Comprehensive knowledge of and experience in standard administrative and correspondence practices required to manage administrative functions such as; publications, technical orders, operating instructions, filing plans, etc. is required. General knowledge of military; organization, including familiarity with ANG/USAF Major Command hierarchy and internal structure, operational methods, rank, customs, and protocol is needed. -Comprehensive knowledge of and experience in community relations dealing with sensitive issues, working with the media under normal and emergency conditions, and supervising airshow/concentrated military exercises or similar public/military aviation events. Necessitates routing contact, coordination, and negotiation with managers and staff of Airport Management, military units, and regional FAA ATC facilities. Necessitates occasional contact with area airport operators, public/special interest groups, and members of the civilian flying community. Contact involves:
Formal/informal meetings, conferences, public forums, and telephone conversations. -Comprehensive experience as a full performance level air traffic controller certified in both tower and radar facilities. Recent ATC facility management experience is mandatory. Extensive knowledge of air traffic control rules and regulations is required. Specific experience required; base-level support for military operations and formulating agreements concerning complex terminal airspace configurations. Working knowledge needed concerning; noise abatement, budget process, ATCALS, MACA, and safety programs. -Working knowledge in the development and maintenance of Terminal Instrument Approach Procedures (TERPS) and Airspace designs is desired. -Comprehensive knowledge of sound management practice is needed. Comprehensive experience in flying and commercial airport operations, supervising and managing a large staff in support of aviation operations, strategic and long-range planning, providing vision and guidance is highly desired. Requires substantial coordination and integration of work efforts to furnish required services to the flying mission. -Comprehensive knowledge of and experience in the FAA Airport Noise Abatement Program, managing large operational and capital budgets, and ground and air accident programs to include bird hazard reduction and national FA incursion programs. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The check will bounce and the victim is left responsible.
