HUMAN RESOURCES ASSISTANT

As a HR Assistant, GS-0203-07, you will work with HR Specialist in the HRO to accomplish a wide range of human resources transactions, for technicians and AGRs, related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training and incentive awards. Advise and provide comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation and retirement. Provide information to managers and supervisors regarding issues of ARNG/ANG technician occupations and the effects of specific regulations or instructions on anticipated human resources actions. Assist managers and supervisors in resolving AGR problems relative exclusively to AGR tours in day-to-day operations. Provide assistance and information pertaining to employee relations and labor relations matters to managers, supervisors, union officials and technicians on moderately complex problems of employee conduct or reorganizations, leave problems, indebtedness, union contracts, agreements and the full range of procedural requirements for filing grievances, appeals, and complaints. Provide detailed guidance or specific information on benefits and services including, but not limited to:
thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries. Maintain data concerning technician and AGR manning documents, including listings of employees against positions. 1 or more Position(s) may be hired against this Announcement AREA OF CONSIDERATION:

Experience:
Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED
Experience:
Application musthave at least 12 months of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Comprehensive knowledge of a wide range of NGB and OPM recruitment and placement regulations, policies and procedures including the local merit promotion plan, and an understanding of numerous AGR, GS, WG, WL, WS occupational qualification requirements to develop vacancy announcements and to analyze and evaluate individuals' basic eligibility for a variety of clerical, technical, administrative, and wage grade positions. -Practical knowledge of position classification rules, regulations and procedures and ability to use standards that clearly apply or that are used for cross-series comparison. -Practical knowledge of employee relations, labor relations, and equal opportunity principles and practices and counseling techniques required to resolve minor conflicts or problems with employees, supervisors, or union officials. -Ability to communicate orally and in writing and to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties -Knowledge of automated system(s) supporting civilian and military human resources programs and the ability to retrieve data for studies, projects, and analytical reports. -Ability to use personal computers with different software applications (i.e., Microsoft Word, Adobe Acrobat, Form Flow, Microsoft Excel, Microsoft Access, Microsoft Power Point). Use applications to prepare presentations, graphs, charts, and table. Knowledge of Internet applications to obtain pertinent information. QUALITY OF
Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. NOTE:
The incumbent of this position must have, at a minimum, a completed Tier 1 Security Clearance prior to position assignment.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
