FACILITY DESIGN & PROJECT MANAGEMENT SPECIALIST

As a FACILITY PLANS & PROGRAMS MANAGEMENT SPECIALIST, GS-1601-12, you will serve as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state. Serve as a principal advisor and action officer for all ARNG construction, maintenance/ repair, and facilities management programs within the state. Oversee management of all ARNG real property. Responsible for the acquisition, management, and termination of real property interests; maintenance of real property accountability, the Facility Inventory and Stationing Plan (FISP), Army Stationing and Inventory Plan (ASIP), other real property inventories; and the validation of real property quantities. Oversee development, maintenance and update of ARNG Energy Programs. Identify possible energy conservation measures and promotes use of the Energy Conservation Programs (ECP), and Energy Conservation Savings Programs (ECSP). Execute functions in the absence of the CFMO. Ensure all plans are in compliance with governing Federal, state and local laws; and within ARNG policies, procedures and guidelines. Coordinate with state Geographic Information Officer (GIO) for the establishment and development of an Enterprise Geographic Information System (EGIS) for the FMO for use in planning and installation management. Administer, plan, coordinate, and direct the activities of subordinate personnel. Perform other duties as assigned. APPOINTMENT STATUS:

Experience:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED
Experience:
Application must indicate 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Knowledge of Federal, state, and local government statutes, regulations, procedures, and policies to determine special requirements relating to acquisition, management, and disposal transactions of real property. -Knowledge of various A&E disciplines sufficient to apply a broad range of engineering techniques to plan, program and estimate individual projects; and develop coordinate, evaluate, review and update a variety of construction programs/project. -Knowledge of the state facility inventory sufficient to complete planning and programming responsibilities and influence decisions to the most efficient, economic, and safe approach possible. -Knowledge of engineering fields such as civil, mechanical, electrical, and architectural to achieve adequate planning for facility development and conceptualizing plans and designs for projects. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
